Job Description:

Position Scope:

An exempt position, under the direction of the Finance Manager or their designee, will be responsible for all billing and collection functions of the agency along with other supervisory duties as assigned.

Essential Duties:

1. Responsible for meeting required EVV reporting and compliance with the state system.

2. Manages established procedures and protocols required for recordkeeping in the areas of billing and collections and generates associated reports.

3. Develop and update billing procedures to ensure compliance with all applicable federal, state, local regulations and with payer requirements.

4. Continuously improve/implement billing and timekeeping processes.

5. Prepare, review, and analyze billing records, receivables statements and other financial reports to assess the accuracy and conformity of the established reporting procedure.

6. Effectively manage billing cycles including sending out monthly invoices within the guidelines set forth by vendor and/or regional center and company policies.

7. Develops, maintains, and implements billing system transactions and/or data.

8. Recognize inefficiencies in processes (operational or technical) and recommends solutions to address billing issues.

9. Supervise company billing functions, e-billing transmittal, billing reconciliations, review timecards, and prepares related reports.

10. Oversee the timely processing and submission of billing (for all programs) for regional centers/offices, contract services and private pay consumers.

11. Within the allotted time frame, supervise follow-up and rectify late billing, outstanding billing or collections and related issues with vendor, or payer source (i.e. regional center, parent, etc.).

12. Direct, schedule and evaluate onsite billing employees; provides supervision, leadership, direction, and guidance to billing employees.

13. Establish departmental coverage to ensure billing is completed within internal and external turn-around time expectations.

14. Train new and existing employees on billing processes; assure that employees have maintained mandatory training requirements.

15. Maintain and oversee ongoing communication (verbal and written) with the payroll department, services department, human resources department, consumers, regional center, and external/internal business partners.

16. Communicate regularly with Payroll Supervisor and Finance Manager to assure billing expectations are met.

17. Evaluate billing reporting systems and billing procedures and make recommendations for changes to procedures, operating systems, and other billing control functions.

18. Periodically review and audit billing policies and job descriptions for accuracy and functionality.

19. Responsible for carrying out current laws, regulations, and contract requirements.

20. Resolve problems and questions regarding work methods and evaluate the performance of the work unit.

21. Articulate messages to influence performance and efficiency (intradepartmental and interdepartmental).

22. Ability to function appropriately within all billing-related company platforms; maintain the integrity of the data entered in all billing-related company platforms.

23. Continuously strive to provide excellent customer service, interpersonal communication and serve as a source of accurate information.

Supervisory Requirements:

1. Supervise and maintain qualified staff within the billing department.

2. Clearly communicate corporate expectations of performance and accountability.

3. Determines and assesses standards of performance as a basis for annual performance reviews.

4. Develops and communicates concise, evident, achievable, and timely performance outcomes.

5. Recommends transfers, promotions, discipline, and dismissals in a timely manner.

6. Ensures that employees receive the appropriate training and are provided the necessary tools to succeed.

7. Fosters a cooperative and harmonious working environment to maximize employee morale and productivity.
