Job Description:
Job Summary
This position is advertised from the minimum to the mid-point
hourly rate. Salary will be determined based on education and
experience at the time of offer.
NATURE OF WORK
Under administrative direction, performs administrative work of
considerable difficulty in the management of department staff and
activities; this position has department specific
responsibility.
Example of Work
Directs departmental divisions by providing innovative, visionary,
and strategic oversight of assigned areas; develops, implements,
monitors, and improves upon policies, procedures, and processes;
performs work assignments that are broad in scope and require the
use of independent judgment and initiative in making leadership,
technical and managerial decisions of considerable difficulty;
meets regularly with County leaders to offer support and guidance;
analyzes and evaluates issues and proposals; recommends and
implements solutions; submits recommendations for improving the
organization's functions and processes; researches and presents
information to the Board of Supervisors and executive management of
the County; assists in the development and administration of the
department's annual budgets; works closely with Bureau of Land
Management and Bureau of Reclamation; maintains communication, with
these agencies to maintain and administer department permits and
ensure compliance with permit terms; serves as a liaison between
vendors, various regional organizations and state and federal
agencies; represents the department by serving on committees, and
other groups; researches issues; follows national trends, best
practices and developments; and makes recommendations regarding
personnel, equipment and operations matters; and, implements final
selections; researches, forecasts and plans for future capabilities
and needs of departmental programs; gathers, compiles, and analyzes
activity reports to evaluate the efficiency and effectiveness of
departmental programs; coordinates departmental activities with
other departments, local and State jurisdictions and Federal
agencies; evaluates employees' work performance timely and makes
staff recommendations; interprets departmental policy for
department personnel in conjunction with the Department Director;
coaches, mentors, and holds staff accountable; empowers staff to
succeed; forms and leads teams in the workplace; conducts research
and prepares summaries, correspondence, and participates in special
projects; serves as director of Public Works in the absence of the
director; regular and reliable attendance is required; performs
other duties as assigned.
Experience and Education
Bachelor's Degree in Civil Engineering, Public Administration,
Business Administration or closely related field; and five (5)
years of progressively responsible experience in varied public
works programs; and two (2) years of supervisory experience; OR an
equivalent combination of education and experience; must possess
and maintain a valid Arizona driver's license; requires successful
completion of a background check.
Knowledge, Skills and Abilities
Knowledge of: Yuma County policies and procedures; public sector
organization and functions, preferably in a county; budget
preparation, analysis and procedures; fiscal management techniques,
policies and procedures; federal and state regulations relative to
local government finance; word processing and spreadsheet software;
research and survey techniques; report writing; current principles
and practices related to Public Works administration; operations
analysis and organizational design; principles and practices of
civil engineering; current methods, practices, laws and regulations
utilized in the construction, maintenance and operation of public
works projects and solid waste operations; contract preparation and
execution; principles and practices of supervision.
Skill in: Preparing and maintaining reports and records;
developing, analyzing, and implementing operational systems;
economic analysis; organizational development; developing and
implementing procedures for cost effective management of allocated
resources; public relations; selecting, organizing and evaluating
performance of staff; communicating clearly and concisely both
orally and in writing; establishing and maintaining effective
working relationships with employees, other agencies and the
public.
Ability to: Analyze complex administrative problems and recommend
solutions; develop and implement management decisions and policies;
interpret County policies and actions to diverse ethnic, cultural,
social and business groups; effectively respond to phone calls,
emails and complaints in a timely manner; plan, prioritize, manage
and respond to multiple assignments in a fast-paced environment;
read, write, research, synthesizes data and detailed reports;
assigning and leading the work of others; effectively carry out
difficult and complex assignments requiring considerable
independent judgment and initiative with minimum supervision; plan,
initiate, and manage projects from beginning to end, with minimal
direction; establish and maintain effective working relationships
with employees, elected officials, other agencies and the public;
use modern office equipment and computers; communicate effectively
both orally and in writing; lift up to 5 - 25 lbs.; perform the
essential functions of the job specifications with or without a
reasonable accommodation.
Work Environment:
The usual and customary methods of performing the job's functions
require the following physical demands: occasional lifting,
carrying, pushing, and/or pulling; some stooping, and/or kneeling;
and significant fine finger dexterity. Generally, the job requires
60% sitting, 20% walking and 20% standing. Working at a computer
monitor for extended periods required. The job is performed under
minimal temperature variations and under extreme likelihood of
verbal abuse from hostile and frustrated customers.

Medical Coverage Category
The YCEBT is a self-funded medical plan administered by BlueCross
BlueShield of Arizona (BCBSAZ). The employee is able to select from
three (3) medical plan options with six (6) tiers that will best
suit the employee's needs, dependents or families.
Plan Option 1: Preferred Provider Option A (PPO) or PPO A 900
deductible with $10.00 Wellness Incentive. Employees who
participate in the "Wellness Incentive" will receive a $20 monthly
premium reduction.
Plan Option 2: Preferred Provider Option B (PPO) or PPO B 1,200
deductible with $10.00 Wellness Incentive. Employees who
participate in the "Wellness Incentive" will receive a $20 monthly
premium reduction.
Plan Option 3: High Deductible High Plan - Health Savings Account
(HDHP-HSA) or HDHP-HSA with Wellness Incentive.
HDHP-HSA Wellness Incentive for Employee Only option can receives
upto $240.00 annual contribution to a Limited Purpose FSA card.
Southwest Service Administrator (SSA) Mexico PPO Health Plan: SSA
is available to employees who are enrolled in YCEBT Medical PPO
Plan. The SSA Plan pays 100% of hospital, medical, laboratory and
prescription drug benefits, to a maximum of $5,000 per person per
calendar year ($10,000 for two or more family members).
