Summary

ORGANZATIONAL LOCATION: This General Engineer ( Project Manager) position supports the Operations Division-Facilities Management Department, Colorado River Service Unit located in Parker, Arizona. The primary purpose of this position is to provide engineering and/or consultant and assistance in the design and construction of healthcare facilities, staff housing units, site improvements and other related physical plan facilities and equipment.

Responsibilities

Major Duties:

  • Participates with key agency personnel and tribal government representatives who are responsible for defining the goals of a project, working with them to prepare a master plan for accomplishing such goals.
  • Reviews and analyzes submissions of concepts, preliminary and working drawings and specifications prepared by contracted architect/engineers for compliance with agency standards, policies, and goals at regular stages of completion, providing guidance to architect/engineers on scope of special features, and identifying planning error or improvement of architectural and/or engineering features coordinating any A/E changes with other agency elements.
  • Prepares engineering support cost estimates to achieve the goals of the master plan. Prepares scheduled for completion of the project, implementing a system for review,

control and reporting on the project status. Negotiates contract specifications with organizational elements of the agency and contractors.

Work Schedule: Monday thru Friday, 40 hours per week with Regular/Alternate & Compressed available work schedules.

Background Investigation: If you are selected for this vacancy, you must undergo a pre-employment fingerprint check and background investigation. Fingerprint results and background investigation documentation must be cleared prior to hire. Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):

  • I have a degree in professional engineering from a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum.
  • I have a degree in professional engineering that includes differential and integral calculus and courses in at least 5 of the following 7 areas of engineering science or physics: (1) statics, dynamics; (2) strength of materials; (3) fluid mechanics, hydraulics; (4) thermodynamics; (5) electrical fields and circuits; (6) nature and properties of materials; (7) any other comparable area of engineering science or physics.
  • I have a degree in professional engineering from a foreign institution that has been accepted as equivalent to a conventional U.S. higher education program.
  • I have a combination of education and experience; college-level education, training, and/or technical experience, which is demonstrated by my professional registration or licensure as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by a State, the District of Columbia, Guam, or Puerto Rico.
  • I have a combination of education and experience; college-level education, training, and/or technical experience, which is demonstrated by having passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in a State, the District of Columbia, Guam, or Puerto Rico.
  • I have a combination of education and experience; college-level education, training, and/or technical experience, which is demonstrated by my successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in option B above.
  • I have a combination of education and experience; college-level education, training, and/or technical experience, which is demonstrated by my successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND I have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.
  • I do not meet any of the requirements described above.

In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below.

MINIMUM QUALIFICATIONS:

GS-09:

  • (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Professional knowledge which is directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design, construction, maintenance and repair of healthcare facilities; developing reports, engineering statements of work for facilities to be modified or repaired; and performing engineering duties concerned with the design, repair, and buildings and HVAC controls, utilities and related systems. OR
  • Master's degree in engineering or a related field or equivalent graduate degree or (2) full years of progressively higher level graduate education leading to a master's degree in engineering or a related field. OR
  • Bachelor's degree in an engineering program with Superior Academic Achievement AND (1) year of appropriate professional experience. One of the following three needs to be met for Superior Academic Achievement: (1) Class Standing- upper third of the graduating class. (2) Grade-Point Average- 3.0 or higher out of a possible 4.0 as recorded on official transcript, or based on courses completed during final 2 years of curriculum; OR 3.5 or higher out of a possible 4.0 based on average of required courses completed in major, or required courses in major completed during the final 2 years of curriculum. (3) Honor Society Membership- election to membership in a national scholastic honor society. OR
  • Completed a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in engineering AND (1) year of appropriate professional experience. OR
  • Combination of graduate level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. My qualifying graduate education is in excess of 18 semester hours.

GS-11:

  • (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Broad professional knowledge which is directly related to standard engineering practices, methods, and techniques to perform design work applicable to the design , construction, maintenance, and repair of health care facilities; developing reports, engineering statement of work for facilities to be modified or repaired; and in performing the full range of engineering duties concerned with the design, repair, and operation of health care facilities, building and HVAC controls, utilities and related systems. OR
  • Ph.D. or equivalent doctoral degree in engineering or a related field or 3 full years of progressively higher level graduate education leading to a Ph.D. in engineering or a related field. OR
  • Combination of graduate level education in engineering or a related field AND specialized experience that meets 100% of the qualification requirements for this position. My qualifying graduate education is in excess of 36 semester hours.

Time In Grade

Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

You must meet all qualification requirements within 30 days of the closing date of the announcement.
