United States of America - Arizona, Yuma Job Summary Purpose and Scope: To act as the interface between the Military/Government customers and the South West Tactical Training Range (SWTTR) Joint Interface Control Cell (JICC). The TDLCR will work closely with SPAWARSYSCOM and USMC Network Design Facility (NDF) for relevant TDL issues. This position reports to the Operations Manager and the Contract Site Manager. Essential Responsibilities: Supervise the Joint Interface Control Cell * Establish voice communications associated with JICO functionality. * Act as NCS for assigned voice nets. * Establish and coordinate TDL managers (including multinational networks). * Coordinate the designation of a gridlock reference unit (GRU). * Coordinate the activation Network Time Reference (NTR). * Coordinate cryptographic usage and verify all units have the required crypto. * Direct/monitor/assign responsibilities and display assignments for IU data registration procedures. * Direct and/or assign Position References (PR) reporting responsibilities. * Direct and/or assign Link 16 relays to meet both the IERs and to comply with TSDF restrictions. * Direct and/or assign data forwarders. * Designate navigation grid origin and assign navigation controllers. * Assign DLRP. * Coordinate IU net entry and exit procedures. * Direct filter activation at each unit prior to allowing them to enter the architecture. * Bring units in and out of the architecture using established entry/exit procedures. Manage the multi-TDL networks and associated voice circuit IAW guidance provided. * Monitor TDL manager activities. * Monitor and control the use of dial/variable track quality. * Direct and control cryptographic rollover for both voice and data circuits and coordinate cryptographic rollover authorization with higher authority. * Coordinate required changes with communication controlling agencies (e.g., JCCC). * Monitor and/or modify and approve the use of data filters within the multi-TDL architecture and direct modification as appropriate. * Monitor consistent and correct flow of track data and coordinate with the JDN Operations Officer to insure the multi-TDL inject of data into the CTP is reliable, timely and accurate and that information flow from the other JDN networks does not degrade the multi-TDL network. * Monitor the use and transmission of reference lines, points, and areas within the multi-TDL network. (h) Manage voice and data communications (secure and non-secure circuits under JICO control) for circuit discipline. * Direct, assign, and monitor IUs participating on Link 16 voice and track operational status. * Coordinate/change Link 16 network to another network in the JNL, as required. * Direct/assign/monitor NTR IND-WFS Minimum Requirements Minimum Position Knowledge, Skills, and Abilities Required : Bachelor of Science degree or equivalent formal/academic/military training. Working knowledge of Microsoft Office Suite. Minimum Experience Required: 8 years of specific experience managing Link-16 architecture and 12 years of general operations experience. USMC/USN Operational data link experience in the following: * Joint Range Extension (JRE), * JTIDS/MIDS Link-16 terminals (LVT-2/11, STT). * Multi-Source Correlator Tracker (MSCT). * Encryption devices associated with the above. * Link-16 operations planning and network management. Minimum Position Specific Training: Graduate of the Joint Multi-TDL School at the Joint Interoperability Division (JID) (JT301 and its prerequisite courses).
