Job DescriptionWork will be performed in Yuma, Arizona******CANDIDATES MUST LIVE IN THIS VICINITY, NO COMPENSATION FOR LODGING, RENTAL CAR, OR PER DIEM IS AVAILABLE.BACKGROUNDThe Bureau of Indian Affairs (BIA), Fort Yuma Agency (FYA), Branch of Real Estate Services (Realty) supports the Departmental goal of Serving Indian Communities by Fulfilling Indian fiduciary trust responsibilities and improving Indian trust ownership information. Major responsibilities of the program include ensuring that the trust and restricted federal Indian-owned lands are protected, managed, accounted for, developed, and utilized, in a timely and efficient manner.PURPOSEIDIQ PALS Labor Category:Data AnalystFort Yuma Agency, Branch of Real Estate Services has a need to inventory and clean up the Right of Way (ROW) files to ensure an accurate accounting of the easements and supporting documentation. The introduction of Trust Asset Accounting Management System (TAAMS) in 2006 provided a system to account for all easements and Rights of Ways. Right of Ways were not encoded with the accurate acres per parcel, where as it was noted to input "unable to verify acres with survey"The purpose of this contract is to conduct a thorough review of the Right of Way files to remove duplicates in TAAMS, and if, necessary remove duplicates from the files.Our goal is to clean up the files, ensure all the documents for each transaction relating to the base easement is accounted for and ensure all documents (assignments, modifications) pertaining to the original document are in TAAMS, including the recording of said documents. Determine location, status (expired, perpetual, term), and ownership (fee, government fee, Allotted trust or Tribal trust). Process rights-of-ways (ROW), encoding into ArcGIS and into Trust Asset Accounting Management system (TAAMS) and verify transaction is recorded by Division of Land Title and Records in Albuquerque, NM for the Bureau of Indian Affairs, Fort Yuma Agency (FYA) for approximately 350 files. Research history land status with third party rights, withdrawals and executive orders utilizing the 2008 BLM Survey as a guide. These transactions consist of powerlines, pipelines, roads, irrigation canals and other activities. A GENERAL DESCRIPTION OF THE DUTIES: collect and analyze information and data, recommend solutions to implement change where needed, and prepare/implement data verification and testing methods.LOCATIONLands actions are within the exterior boundaries of the Cocopah Indian Reservation of Somerton, Arizona and Fort Yuma Quechan Indian Reservation of California and Arizona and Yuma Homestead Public Domain Allotments. Attendance is required at the BIA office located in Yuma, Arizona shall be 5 days per week Monday-Friday. Office hours are Monday through Friday typically 7:30 a.m. to 5:00 p.m. (negotiable starting and ending time) with the exception of Federal holidays. ******CANDIDATES MUST LIVE IN THIS VICINITY, NO COMPENSATION FOR LODGING, RENTAL CAR, OR PER DIEM IS AVAILABLE.OBJECTIVESRight of Way realty actions shall be processed by qualified personnel. "Qualified" personnel are considered someone who has experience in performing right of way activities, per 25 CFR 169 Rights of Way, Procedural Handbook Grants of Easement for Right of Way on Indian Lands issued March 6, 2006, and Indian Affairs Records Schedule 4600 Series Real Estate Services. Approximately 384 ROW files (with an effective date starting as early as 1907 to 2018, does not include any new applications received by Agency) to verify information in file matches what is encoded in the system of record (TAAMS). If the information does not match, update contents, give to Agency Realty Officer or Technical Representative to review and submit to Superintendent for approval in system. The report below shows the discrepancy and need to verify files are encoded in the system.It should take an average of 3 hours to complete the files. Some files may take 30 minutes to examine, verify status, ensure encoded and approved in TAAMS and labeled, where other files may take up to 4 hours. Expected to complete approximately 20 files per week with a project completion timeline of about 20 weeks.The contract shall be awarded for a time not to exceed 100 work days or 800 hours.--The work area shall be available to contractor during regular office hours which are from 7:00am - 5:00pm, Monday through Friday, excluding federal holidays. Case files are to physically remain in the FYA at all times. On-site work to begin January 4, 2020 through May 25, 2021 (100 work days, with 2 holidays). All dates are "approximate" dates subject to change.OTHER REQUIREMENTSQUALIFIED CANDIDATES MUST HAVE A MINIMUM OF A BACHELOR'S DEGREE and 5 YEARS OF EXPERIENCE AS A DATA ANALYST/RELATED AREA.The employee shall be required to obtain security clearances necessary to have access to the BIA Fort Yuma Agency, computer system, and pertinent files, records, maps etc.FINALLY, KEEP THIS IN MIND: though this is a position that will last 4 to 5 months, we will be working with the BIA for years to come, with many other positions coming open monthly. This employee definitely would be positioned for future work with the BIA if performance on this position is satisfactory!Job Types: Full-time, Temporary, ContractPay: From $33.00 per hour
